The history of the DPWH stretches back as far as the history of Philippine government itself. During Spanish times, the Spanish constructed the first roads in the Philippines using significant forced labor. These public works projects were not only used in the connection of towns and fortresses, but also in improving communications. As Spain expanded the scale of its public works projects, it resorted to a policy of attraction through public works projects. see more:sample introduction for narrative report In 1867, in order to pursue this objective, the King of Spain by decree designated the Spanish Governor-General as the Chief of Public Works assisted by Junta Consultiva through a Royal Degree in 1867. Joan Lucero It was in 1868 that the DPWH was born as the Bureau of Public Works and Highways, or Obras Publicas. Alongside the Bureau of Communications and Transportation (Communicaciones y Meteologia), now the Department of Transportation and Communications, the BPWH was organized under a civil engineer known as the â€Å"Director General†. It was responsible for all public works projects being done in the islands. During the Philippine Revolution, public works duties were assumed by a new department known as the Department of War and Public Works (DWPW). Although initially included in the portfolio of the Department of War (now the Department of National Defense), public works projects were so important to the war effort that public works were also prioritized through this department. During the American period, public works projects were initially put in the hands of the U. S. Army Corps of Engineers. However, this was transferred to a department known as the â€Å"Provincial Supervisions† on February 6, 1901. This eventually became the Department of Commerce and Police (DCP) in 1902, with two public works-related agencies, the Bureau of Engineering and Construction for public works projects and the Bureau of Architecture and Construction for the construction of public buildings. Both agencies were eventually merged into a bureau known as the Bureau of Public Works and was eventually subsumed into the DCP during reorganization in 1905. To keep pace with further developments in transportation and communications, the DCP was transformed into the Department of Commerce and Communications (DCC) in 1921. In 1931, the DCC was renamed by the Philippine Legislature the Department of Public Works and Communication (DPWC). Upon the inauguration of the Commonwealth of the Philippines in 1935, the DPWC was reorganized to contain the following bureaus: the Bureau of Public Works, Ports, Aeronautics, Coast and Geodetic Survey, the Metropolitan Water District Division of Marine, Railway and Repair Shop, National Radio Broadcasting, the Irrigation Council and Board of Examiners for Civil, Mechanical, Chemical and Mining Engineers. During World War II, the DPWC’s offices were destroyed in the Japanese occupation of the Philippines. It resumed operations in 1946, albeit with limited funds and manpower. To assist reconstruction efforts, the U. S. Bureau of Public Roads set up an office in the Philippines to coordinate with the Philippine Bureau of Public Works in implementing the Philippine highway network, which was in ruins. The DPWC was renamed in 1951 the Department of Public Works, Transportation and Communications, or DPWTC. In 1954, a body named the Bureau of Public Highways was established. This became a separate department on July 1, 1974. Two years later, with the adoption of the 1976 amendments to the 1973 Constitution, the department became the Ministries of Public Works, Transportation and Communications, and Public Highways, respectively. In 1979, the MPWTC was split into two ministries, the Ministry of Public Works (MPW) and the Ministry of Transportation and Communications (MOTC), now renamed as the Department of Transportation and Communications. On January 30, 1987, with the approval of the 1987 Constitution, the MPW was merged with the former Ministry of Public Highways to become the present-day DPWH. It was in late 1940’s and beginning of 1950’s that television was introduced to the common people. In the words of Marc and Thompson, â€Å"Marshall McLuhan who was earning the distinction of becoming the first ‘media critic,’ described television in the 1950’s as an ‘electronic hearth,’ a kind of proto-cyberworld fireplace, around which families were gathering during this new stage of post-industrial existence. (2005, p. 55) Following sports became completely different with the advent of television. Now there was no need to waste entire day to watch one’s favourite game in the stadium or strain one’s ears to keep track of the latest happenings in the fields through the radio. Those who had not yet brought this powerful medium of entertainment home used to be a part of â€Å"a crowd of people standing in the street in front of an appliance dealership watching TV through the store window. † (Marc and Thompson, 2005, p. 53) So people at homes or as sidewalk audiences started cheering the sportsmen for their efforts that was visible on screen. The television enhanced the status of sports as a social activity that could be viewed at the comfort of homes. It also introduced the masses to different kinds of sports. Earlier people were aware of the sports that were common in their country only. Due to television sportsmen of diverse kinds of sports became household names. Television gave the sportsmen, the fame and recognition across the continents. This was unimaginable otherwise. Boyle and Haynes observed, â€Å"today it is difficult to imagine football without television or a television schedule bereft of football. † (2004, p. 7) This observation is true in a wider context too. Television sector has undergone tremendous growth. Hundred of channels all over the world are dedicated to sports, which telecast not only the game but also each and every aspect of the players’ lives. The top sportsmen enjoy the same fan following and power as the film stars. Where there is maddening fan following and popularity, can money be behind? The salaries of the top players in all the sports have soared really high. It’s no wonder that popular games like tennis, football, cricket etc. have become businesses in their own right. There has been major commercialization of sports since 1950’s – the advent of television. Talking about football Boyle and Haynes lamented, â€Å"the increasing influence that television has exercised over the sport and the unhealthy degree to which clubs have become dependant on television income have meant that the economic aspects of the game have become of considerable interest. † (2004, p. 8) This pathetic state of affairs can be identified with the economics of other professional sports too. All the different sports can be addressed as different products. The mushrooming of rival leagues in each category of product can be compared to different brands of that category, which are constantly trying to outdo each other. This competition or war amongst the rival leagues is benefiting them but deteriorating the spirit of sports. The flow of television money has turned competitive balance into competitive imbalance. However Wigglesworth argued, â€Å"commercialism has always been present in sport in one form or another. It may have begun with the donation of prizes by local tradesmen at holy day recreations and have become more highly organized in rural sports, often sponsored by publicans. † (2007, p. 35) According to Wigglesworth commercialization has helped in the growth of professionalism. This indicates that before 1950’s it was impossible to consider sports as a profession because the players were not paid proper salaries. Thus all the players used to dabble with other professions in order to keep their kitchens running. Since the advent of television, sports have been started being recognised as one of the well-paid professions and each decade after 1950’s has seen a further hike in the players’ salary. The channel boom in the past decade has made the picture rosier for the players as far as their salaries are concerned. Talking about the growth of leagues Wigglesworth observed, â€Å" money from television coverage and all the associated media opportunities was the spur for the bigger clubs to organize themselves into a league†¦Ã¢â‚¬  (2007, p.129). He further elaborated â€Å"even cycling clubs have derived commercial benefits from increased television coverage of the sport during the 1980’s and 1990’s. â€Å"(2007, p. 132) It is since the 1980’s that the television started changing the conventional scenario of sports at a much greater pace than ever before. Some of the top rival leagues, which were created in 1960’s and 1970’s to promote sports, merged sports and media and have even started running their own sport channels, thus taking their rivalry to newer areas. The following statement of Holland paints a gloomy picture of the impact of television on sports: â€Å" As the broadcasting of sport gradually becomes as important as the event itself, there has been growing concern over the adaptation of the sports to suit the needs of television. † (2000, p. 138) It is threatening that all the sports event have become a ground of cut throat competition between the satellite, cable and terrestrial broadcasters. To get the exclusive rights of the major sporting events these parties have been bidding higher and higher. This factor has shook competitive balance to a great extent, which has started proving detrimental for the sports on the whole. So to conclude the impact of television has been both good and bad across all sports, whether it is cricket, rugby, boxing, swimming, horse riding tennis etc. It has been most beneficial to the players of popular sports, financially. The creation of rival leagues can be viewed a positive impact but growing unhealthy rivalry amongst them and competitive imbalance has been some of the drawbacks of television. Standardization of Polyherbal Formulations for Drug Analysis Standardization of polyherbal formulations is essential in order to assess the quality of drugs, based on the concentration of their active principles (markers or standards). As Mentat tablet (MT), a herbal formulation consist of natural multi-ingredient formula with active constituents responsible for treatment of neurological disorder and improvement of mental health, therefore it is worthwhile to take it as a model for standardization of polyherbal formulation. In this work, an ultra-performance liquid chromatography electrospray ionization tandem mass spectrometry method has been developed and validated for simultaneous quantification of 28 major bioactive constituents. Multiple-reaction monitoring scanning was employed for quantification in positive and negative mode. The analysis was accomplished on Waters AQUITY UPLC BEH C18 column with linear gradient elution of acetonitrile 0.1% formic acid with water 0.1% formic acid solutions at a flow rate of 0.3 mL/min. The comparative a nalysis of samples was carried out by hierarchical cluster analysis and principle component analysis. The proposed method was applied to analyze 4 different batches of marketed formulation with acceptable linearity (r2, 0.9984-0.9999), precision, stability and recovery (RSD ≠¤ 3.74 %), evaluated under optimum conditions. The developed method is capable of controlling quality of polyherbal formulations having similar markers and herbs. Herbal medicines (HMs) refer to one herb or complex mixtures, which usually contains hundreds of chemically different components. Their curative effects are principally based on the synergic effect of their multi-targeting and multi-ingredient preparations [1, 2]. Consequently, quality control becomes a troublesome issue for crude drugs and their medical preparations. Therefore, the method that employs pharmacologically active components to evaluate the quality and authenticity of the complex preparations is confronted with severe challenges and better analytical strategies to assure their efficacy, safety, and consistency are in great demand [3]. Moreover, the chemical compounds in the poly herbs in HMs products may vary depending on harvest seasons, plant origins, drying processes and other factors. Thus, it seems to be necessary to determine most of the phytochemical constituents of herbal products in order to ensure the reliability and repeatability of pharmacological and clinical research, to perceive their bioactivities and eventual side effects of active compounds and to enhance product quality control [4, 5]. Currently, selection of a single or a few specific components from a certain herbal medicine as markers for quality assessment is a widely applied strategy. However, it cannot afford sufficient quantitative information for the other medicinal compositions and cannot accurately reflect the quality of HMs products. All the HMs compositions play important roles in the therapeutic effects. Therefore, selecting multiple constituents from different medicinal herbs as evaluation markers has been gradually applied for the quality control of HMs [6, 7]. Mentat tablets (MT, commercial product) is a polyherbal medication with each tablet composed of extracts (136 mg of Bacopa monnieri, 70 mg of Centella asiatica, 52 mg of Withania somnifera, 52 mg of Evolvulus alsinoides, 52 mg of Nardostachys jatamansi, 50 mg of Valeriana wallichii, 50 mg of Embelica ribes, 50 mg of Prunus amygdalus, 42 mg of Acorus calamus, 36 mg of Tinospora cordifolia, 36 mg of Terminalia chebula, 36 mg of Emblica officinalis, 32 mg of Oroxylum indicum, 32 mg of Celastrus paniculatus) and powders (80 mg of Bacopa monnieri, 18 mg of Withania somnifera, 18 mg of Mucuna pruriens, 18 mg of Elettaria cardamomum, 18 mg of Terminalia arjuna, 18 mg of Anethum sowa, 18 mg of Ipomoea digitata, 14 mg of Zingiber officinale, 14 mg of Terminalia belerica, 14 mg of Myristica fragrans, 10 mg of Syzygium aromaticum). MT is a unique all-natural multi-ingredient formula that promotes brain health. Natural alteration in preparation processes and climate affects the safety and batch-to-batch uniformity of HMs products. Highly sensitive analytical methods are thus required to identify ingredients and evaluate lot-to-lot consistence. To the best of our knowledge, there is no method have been reported for the simultaneous estimation of selected 28 multi-markers in herbals by UPLC-ESI-MS/MSand no such formulation approach has been explored on this important drug combination for quality consistency evaluation of this herbal preparation. Compared to conventional TLC, HPTLC, HPLC–UV method which will take a longer analysis time, UPLC-ESI-MS/MS method in multiple reaction monitoring (MRM), tandem MS scan mode offers detection effectively with more powerful approach, to rapidly quantify multi-ingredients in complex sample matrices due to its rapid separation power, low detection limit, high sensitivity, selectivity and specificity. The methods used or reported in literature only contained one or two compounds, without consideration of other active ingredients. This paper describes for the first time a simple, accurate and reliable UPLC-ESI-MS/MS method for the simultaneous determination of 28 bioactive multiple components from different polyherbs including: bacoside A (mixture of bacoside A3, bacopaside II, bacopaside X and bacopasaponin C), withanolide-A, withaferin-A, asiaticoside, madecassoside, jatrorrhizine, palmatine, magnoflorine, curcumin, gallic acid, protocatechuic acid, ferulic acid, caffeic acid, ellagic acid, rosamarinic acid, ursolic acid, catechin, apigenin, luteolin, quercetin, rutin, kaempferol-3-O-rutinoside, corilagin, chrysin and chlorogenic acid with single runtime of 10 min. The results indicated that the developed method is fast, sensitive and convenient to show the real quality of the polyherbal preparations. Therefore, this proposed method could be reliable and feasible for quality assessment of MT and all other herbal formulations manufactured by various pharmaceutical manufacturers with similar herbs combinations containing either these 28 markers or less. The method was also applied to analyze the multiple components in MT different batches from same manufacturer. Our results will facilitate the comprehensive quality control of MT and other similar related preparations. The quantitative results were further analyzed by multivariate statistical analysis i.e., hierarchical cluster analysis (HCA) and principle component analysis (PCA) to provide more information about the chemical differences and batch-to-batch uniformity.

I am working in careers advice for IT personnel. I have been asked to produce a small booklet on valued employee attributes and communication barriers. I will write a report explaining the personal attributes valued by employers. Attitudes Determination Determination is very important in the workplace as it shows that they are able to get on and complete the work without getting distracted. Determination is also great when facing problems as the employee will be determined to finish the task and will try everything to overcome any problems that may prevent them from their end goal. Whilst on my internship at BP I was very determined to finish the work and I didn’t allow anything to distract me from completing the work. This allowed me to complete more work in the time frame I was given which was very useful to my team. Independence Independence is also a very important soft skill to have in the workplace. Employees will be expected to complete tasks on their own without any help from others. Employees need to think for themselves and not rely on other people to tell them what they have to do next. At BP I showed independence by making meetings with people I needed specific information rather than waiting for someone to come to me. Also when I was given tasks, I would work on it alone and if I got to problems I would try to overcome them on my own. Being good at time management will be useful because it will mean that tasks will be done for the deadline and the employee will never be late for meetings or for work which means that work can be done when it’s needed. On my internship I showed time management skills by planning my tasks for specific times and making sure I had it done by the deadline. Also making sure if I had meetings in another building I left enough time to get there to make sure I wasn’t late. As warmer temperatures shifts northwards, the glaciers would inevitably melt which would cause a rise in sea levels. This would directly impact the beaches, the coasts, and water quality. The beaches would result in greater erosion, there would be greater coastal flooding and there would also be mixture of saltwater into aquifers. It is predicted that by the end of 21st century, the sea level would increase to 18-59 cm depending upon the amount of pollution (Whitgott et. al., 2010). This would eventually lead to migration of people moving upwards. Thus, because of pollution and contaminated water quality, the recreation and tourism in Canada would also be negatively affected. Because of prolong summers and the rise in sea levels, the beach maintenance would increase with an increase in erosion at the same time. On the contrary, climate change due to global warming has its own significant positive impacts. For instance, higher wind speed in mid-latitude would decrease the cost of wave and wind energy (Tol, 2007). With reduced ice glaciers in the Arctic, there is more access to the harbors and less exploitation cost of extraction of oil and minerals in the Arctic. In addition, the warm temperatures could also aid in improving transportation in Canada. With shorter winter periods, there are capabilities to connect new routes from north end to south end. The cost of transportation would also subsequently decrease with more efficient services. The climate change can also bring forth tourist towards the poles and directly up to the mountains (Tol, 2007). Because of increase in tourism, there would be an increase in revenue for Canada. With warmer climate due to global warming, there are presence signs of diverse tropical birds/fishes and vascular plants that are adaptive to the temperature change occurring in Canada. Fork three-awned grasses are spotted in Ontario and Quebec (Lundy, 2008). These plants are northwardly shifted due to the change in climate. In addition, small-flowered sand verbenas are also positively impacted by climate change in Canada. These particular vascular plants are more likely to increase in growth in Canada as warmer and drying seasons increase. Night snakes and Northern Bobwhites are two types of species that are positively impacted by the climate change in Canada. The night snakes may stand to benefit from the climate change occurrence in Canada as these reptiles would be more adaptive to the newer climate changes. These species prefer areas where its hot, dry and desert like. Thus, as global warming takes its toll in Canada, these species will be more profoundly be spotted in British Colombia. Northern Bobwhite birds are another example of species that will be positively impacted by climate change in Canada. Over the past century, these birds ha ve decreased in population due to habitat loss, but under high carbon dioxide emissions, the bobwhite birds would be northerly shifted towards Canada. Thus, climate change due to global warming would favor the growth of Bobwhite Birds across Canada. However, even with the positive impacts due to climate change, the negative effects are more severe and needs close attentions in order to prevent the loss in habitats or other species. To conclude, the negative impacts would more likely have greater importance and would cause severe damage to the environment as global warming rapidly influences the climate change in Canada. In order to prevent further harm done by global warming, it is important for individuals to reduce the greenhouse gases and high pollution that are caused by them. Furthermore, adaptation and mitigations are two other responses against the change in climate. By mitigating, government can take a step towards educating individuals to take responsibilities and reduce greenhouse gases to lessen severity of future climate changes. Farmers can adapt to the change in climate and start to analyze the scenario in a positive manner. By adjusting farming practices to muddle through with the droughts caused by climate change, the economical harm would be minimized. Thus, tactical strategies are needed to tackle the issue cause by global warming. Although there are positive impacts to global warming, yet the positive impacts are minimal compare to the damage done by the negative impacts.
